    Duties Summary

    You will serve as a Instructional Systems Specialist in the Academics Department, Naval Undersea Medical Institute (NUMI) of NAVMED OPER TRNG CENTER.


    Responsibilities
    • You will serve as advisor to the Academics Department and the Officer-in Charge (OIC) in all areas of curriculum development, standardization, instructional quality, and educational theory/concepts.
    • You will serve as the senior educational consultant for instructional systems at NUMI providing advice and briefs to higher authority and other agencies.
    • You will serve as liaison and maintains dialogue with Navy Medicine Operational Training Center (NMOTC) on curriculum design and implementation standards.
    • You will assist the Academics Department staff, supervisor, and OIC in exercising the responsibility for the supervision and administration of NUMI courses.
    • You will lead or participate in, cross-functional teams/staff projects involving fleet training initiatives, changes in requirements, implementation of training policies, and planning meetings.
    • You will utilize microcomputers to assist in developing curricula, lesson plans, tests and surveys.

    Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
    • Experience planning and guiding the analysis, design, development, implementation, evaluation, maintenance and improvement of training courses.
    • Experience interpreting policies and regulations, problem solving, writing, and dealing effectively with people.
    • Experience applying testing development and measurement theories, techniques and software, applying statistical research methods in analyzing and interpreting data.
    • Experience utilizing computers in education training; applying procedures used in the design, development, conduct, and analysis of evaluations/surveys of professional and technical training programs.
    • Experience scheduling and conducting Annual /Formal Course Reviews (ACR, FCR).
    • Experience demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction.

    Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
    Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

    • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
    • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
    • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
    • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
    • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
    Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.
    • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements.
    Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.
    • Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.
    The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
    3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
