Job Description

The position is responsible for the timely and accurate completion of accounts payable, general ledger, budget, procurement, cash management, grant administration, audit, and financial reporting functions for the agency. The position provides fiscal support and training to assigned Program staff. CIBH provides Behavioral Healthcare and Developmental Disability Services to Chesapeake residents, and reports as a Special Revenue Fund within the ’s annual CAFR.

Process accounts payable transactions in the PeopleSoft System following established procedures in accordance with all local, state, and federal requirements. Fully complies with HIPAA regulations restricting the use and distribution of client personal healthcare information when processing service vendor payments.

Actively plans, manages, monitors, and reports program revenue and expenditure budgets for assigned Programs.

Prepares, monitors, and reports on State and Federal grants.

Posts and reconciles client and contractual payments to the Credible Client Accounts Receivable system.

Reconciles subsidiary and general ledger cash, revenue, expenditure, and balance sheet accounts.

Monitors program staff compliance to fiscal policies and procedures through audits and document review, conducts fiscal training as warranted, and orients new staff on financial policies and procedures.

Ensures that contracts are kept current and that related expenditures are within the scope of the contract.

Utilizes GASB cost accounting principles when determining allocation methods and year-end processes.

Regularly enters journal vouchers for expense allocation, account correction, and grant accounting.


Required Qualifications

VOCATIONAL/EDUCATIONAL REQUIREMENT:
Requires any combination of education and experience equivalent to a bachelor’s degree in accounting or a closely related field.

EXPERIENCE REQUIREMENT:
In addition to satisfying the vocational/education standards, this position requires a minimum of one year of related, full-time equivalent experience.

SPECIAL CERTIFICATIONS AND LICENSES:
Requires valid driver’s license and driving record in compliance with City Driving Standards.

SPECIAL REQUIREMENTS:
Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
