Under direction of the County Council and Library Board, performs a variety of professional and technical duties in
providing assistance to library patrons and coordinates the functional duties related to the day-to-day operations in
the County Library.


1. Manages the County Library; administers board policies; makes and implements policy changes.

Under broad policy guidance, direction from the County Council and the Library Board, performs a variety
of professional and administrative duties related to planning, organizing and controlling the operations of
the county library system; prepares department budget and assures budget compliance and oversees

Provides close to general supervision to Assistant Library Director, Assistant Librarians, Library Pages, library
volunteers, and County Historian pertaining to payroll, warrants, budget and budget related items.

Prepares department budget; assures budget compliance and oversees expenditures and budget for the
library and Historical Society. Attends yearly budget planning meetings and all other meetings as directed
by the library board or the county council. Supervises the collection of fines and monies for other services
provided; turns monies over to the County Treasurer.

Performs general staffing duties, including recruitment, hiring, training and supervision of library staff,
discipline and discharge as needed; coordinates daily supervision.

Prepares annual reports as required by the Utah State Library for continued library certification. Writes and
administers library grants.

Oversees computer network and coordinates technical support as needed. Supervises training of employees
on Destiny (integrated library system), and ongoing computer and other employee training programs.

Operates computer to enter collection materials and patron data; utilizes word processing, database and
spreadsheet programs. Maintains, troubleshoots and operates copy machine, computers, printers and
laminating machines needed for daily operations. Assists patrons on OPAC and public access computers
and use of the library.

Participates in ongoing training in areas of library operations as provided by the Utah State Library and
other library oriented organizations.

Oversees the development and maintenance of library collections, purchasing items from various vendors
and in popular formats. Evaluates and weeds collection.

Oversees the planning, coordinating, and managing of programs, services, and activities of the library.
Participates in all library program development. Assists during library programs.

Manages circulation desks; monitors work flow; deals with difficult patrons or addresses patron concerns.
Assists at the circulation desk, checking items in and out, greets patrons and assists with requests. Submits
Interlibrary Loan requests to the Utah State Library. Oversees overdue book notifications.

Assists library patrons by responding to reference questions, locates information sources; provides readers
advisory regarding specific books and authors.

Performs general public relations; conducts tours; orients patrons to library functions, services and
programs; responds to patron requests and apprizes the library board of library and programming interests.
Performs other customer service and routine administrative duties.



High school diploma or equivalent and a Bachelor's Degree in Library Science, English, Communications, or
another related field, AND

  • Five (5) years of progressively responsible experience performing above or related duties; AND

Specialized training through the Utah State Library as required to meet the personnel standard required for
public library certification under Standards for Utah Public Libraries. (On the job training after hire.)


Considerable knowledge of library reference, circulation and cataloging methods, library practices and
procedures, and Dewey Decimal System. Knowledge of children's, young adult and adult literature; reader
interest levels; library system objectives and goals. Must have knowledge of principles of supervision.

Must have abilities in working with the public; have good interpersonal communication skills, establish and
maintain effective working relationships with fellow employees, subordinates and patrons of all ages; be
able to plan and direct specialized library services; maintain and control fiscal aspects of the library; and
communicate effectively verbally and in writing.

Work quickly and accurately; operate various office machines and equipment; have knowledge of computer,
internet and research skills.

Ability to research methods, techniques, and/or sources of information; exercise initiative, discretion, and
judgment in making decisions.

Ability to make a decision or solve a problem by using logic to identify key facts, explore alternatives, and
propose quality solutions.

Read, interpret and apply laws, rules, regulations, policies and/or procedures; abide by laws governing
access to public and private records (Government Records Access and Management Act).

7. Ability to take initiative in addressing problems in day to day operations.

8. Ability to maintain confidentiality of sensitive records and information.

9. Ability to promote a positive attitude, and motivate peers to work as a team.
