The Assistant Appraiser performs supervisory and technical duties relating to the appraisal of real estate and personal property in Dickinson County. Duties of the Assistant Appraiser center upon reviewing the real estate records of the county, assisting taxpayers with questions and public relations, making value judgments on property within the County, and entering the data into the KSCAMA system. In addition, this position assists the County Appraiser in the training and supervision of staff. This position will answer the telephone and assist walk in customers with concerns and questions as directed by the department manager. The employee in this position must have the ability to work independently and exercise initiative and good judgment. The Assistant Appraiser will act as the County Appraiser in his or her absence. This position is supervised by the County Appraiser.
In the absence of the County Appraiser, this position would carry out supervisory responsibilities in accordance with the organization"s policies and applicable laws. Responsibilities include assisting in interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
Comply with all countywide and departmental policies and procedures.
Assist with the development of the annual work plan and organize duties into a yearly process.
Train employees, plan, assign, and direct work, address complaints and resolve problems.
Assist taxpayers with filling out applications for exemptions on real estate and process paperwork for State Board of Appeals and appeals decisions.
Compile information for State Board of Appeals hearings and attend hearings to support the values on the County"s behalf.
Assist with public concerns, inquiries, and valuation problems regarding personal property and real estate taxes. Answer questions and take corrective action on problems if necessary, and follow up with the property owner.
Randomly perform quality control checks on the information gathered in the field and enter revised information in the computer. Measure and identify building and structure types, determine quality and grade of structures.
Physically inspect homes and buildings and enter data on data collection cards. Verify that the correct construction grade/CDU rating is in place on each parcel.
Perform field inspections for commercial and industrial property.
Assist in the re-evaluation of all real estate and personal property annually.
Make final review and compare values on homes and set the value.
Process general reports and appraisal documents from KSCAMA. Enter abatement information on cards and KSCAMA; provide information to the Clerk"s office.
Enter information in KSCAMA and generate reports, result letters, and market modeling.
Photograph items to assist in estimating values, substantiating findings, and to complete appraisal report.
Other related duties as deemed necessary or as required.

EXPERIENCE and/or EDUCATION
Two years related experience and/or training; or associate degree from a college or university or equivalent combination of education and experience. Continuing education is required in this position to maintain designation. Certified General Real Property Appraiser, IAAO certification I and 2 or RMA (Registered Mass Appraiser) designation.
Supervisory experience preferred.
Must possess a high degree of computer proficiency.

Knowledge, Skills and Abilities - Considerable technical knowledge of property appraisal methods and techniques. Thorough knowledge of the Kansas Computer Assisted Mass Appraisal programs. Knowledge of federal, state, and local laws and regulations governing appraisal and assessment of real estate.
Excellent oral, written and interpersonal skills.
Decision-making exists in this position. Decisions include establishing job priorities and implementing procedures to assure all deadlines and compliance requirements are met.
Interpret and apply laws and statutes as they pertain to valuation for ad valorem tax purposes.

Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
Ability to effectively present information to top management and public groups.
Ability to apply mathematical operations to such tasks as frequency, distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Must be P.C. literate with experience using common word processing and spreadsheet programs.
Ability to define problems collects data, establish facts, and draw valid conclusions.
Experience in reading and interpreting legal descriptions and the ability to read and interpret blueprints and construction drawings.
A good working knowledge of KSCAMA system and an understanding of all phases of appraisal including the three approaches to value (cost, market and income).
Ability to communicate effectively with customers, clients and other employees of the County.
Ability to communicate effectively, both orally and in writing using the English language.
Skills in organization, mathematical processes, time management and a high degree of computer proficiency.
Good interpersonal skills and the ability to interact well with others.
Ability to multi-task and work independently.
Ability to maintain confidentiality.
