Description :

Summary

The Code Enforcement Officer I performs a variety of code enforcement duties, including the enforcement of land use, zoning, building, public works, and other codes adopted by the County. This position responds to, investigates, and resolves complaints, coordinates code compliance with County, State and Federal agencies and participates in prosecution of violators, as necessary.

Example of Duties

Prepares, posts, and mails letters and orders relating to violations of county ordinances and other nuisance violations to ensure compliance with provisions of the county code and other applicable codes or laws in abatement procedures.

Inspects and reports on violation complaints to assure compliance with applicable codes and ordinances. Gathers evidence, issues notice to violation, and prepares written reports in accordance with procedures established by the County. Conducts follow-up inspections to assure that violations are corrected.

Documents inspection results and recommendations and maintains corresponding reports, records, and statistics. Prepares evidence, documentation, photos, and any other pertaining to enforcement activities.

Coordinates efforts with other departments to assure appropriate action and uniformity of interpretation, application, and enforcement of regulations and codes.

Provides information to complainants, code violators, county staff, and public by phone, email, or in the field regarding the complaint process, investigation results, abatement actions, building codes, regulations, policies, and zoning laws. Explains requirements and intent of codes and explains options and procedures for compliance.

Refers troublesome or non-complying cases to the applicable Department Manager for further action. Assists the Prosecutor's Office in the preparation of necessary documentation, presentation of evidence, and provides testimony and recommendation of dispositions to the court as required for case processing.

Pursues self-development and continuing personal development of skills and knowledge by attending ongoing educational workshops, reviewing professional publications, and establishing personal networks.

Qualifications

EDUCATION AND EXPERIENCE:

High School diploma or G.E.D. One year of code enforcement, law enforcement, or related experience. Or any combination of education and experience which would provide the applicant with the desired knowledge, skills, and abilities required to perform the job. Associate’s Degree preferred.

LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS:

Employment at Benton County is contingent upon the results of a background check and eligibility for coverage by the County’s liability insurance carrier. Depending upon the position, background checks may include personal and professional references, social security verification, education and professional licensing verification, financial history, and criminal history. Valid Washington State driver’s license. ICC Zoning Certification or ability to obtain within six months of employment.

Knowledge, Skills, & Abilities

General knowledge of modern principles, methods, and practices as it relates to area of assignment.

General knowledge of Benton County business and financial acumen and the application and interpretation of Benton County policies and procedures and federal, state, and local rules, laws, regulations, legislation, codes, and ordinances as they relate to area(s) of assignment.

General troubleshooting skills to resolve issues or problems by analyzing trends and problems, identifying alternative solutions, interpreting compliance documentation, projecting consequences of proposed actions, and communicating and/or implementing recommendations in support of goals and maintaining compliance.

General time management and mental and physical organization skills that support the ability to focus, have clarity, and use strategy to fulfill a variety of tasks successfully.

General skills in Microsoft Office Suite, the internet for research and the ability learn and develop proficient skills in the County-wide enterprise resource planning software, and other online portals for state agencies.

Ability to exercise a high degree of independent judgment and discretion and maintain the confidentiality of sensitive and confidential information.

Ability to write and speak clearly and concisely and to express ideas and recommendations effectively, orally, and in writing.

Ability and willingness to establish and maintain communication and working relationships with peers, representatives from other agencies, vendors, public officials, and the general public using courtesy, tact, and good judgment.

Ability to effectively present information, findings, proposals, training, or other information to a variety of audiences by clearly articulating, engaging the audience, assessing the needs of the audience, and using appropriate materials to help audience understand the message.

Ability to identify and take advantage of opportunities, organize and prioritize several ongoing and frequently changing assignments to meet deadlines.
