Description :
This position reports to the Software Asset Management manager in the HHSC IT System Services – IT Asset Management. Works with team to develop a software asset management (SAM) program. Tracks, evaluates, and manages all software assets used in the HHSC agency and the HHS Enterprise in such a way that license compliance is maintained, that support and renewals are purchased in a timely manner, and that purchases of unnecessary licenses, support, and renewals are minimized. Analyzes possibilities to coordinate Enterprise licenses and advertises the availability of Enterprise-wide licenses as developed.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Within the context of HHSC’s SAM program, this position coordinates the use of tools to track SAM data (both usage and entitlements). Incorporates the use of automated discovery and repository tools to aggregate and reconcile software assets. Assists the asset management tool set’s project manager and administrators in configuring the tool. Coordinates with other member agency software asset management teams in the design of standard use and operating procedures for the tool set. Creates and maintains agency software asset data in the repository. Coordinates with other HHSC IT departments on the use of a tool to discover software assets on HHSC computing devices. (20%)
Supports the Software Asset Management program. Monitors the target area of computing devices and software encompassed by the software asset management program. Determines business requirements and creates the necessary project management documents. Participates as a leader or member of functional and cross-functional work groups involved with software asset management. Creates and executes for HHSC IT processes and procedures for software asset management. Participates in the analysis and development of processes and procedures for HHS software asset management programs. Addresses the need for physical asset items and purchasing records to be controlled and stored in a secured location. (20%)
Responsible for disposition of work orders maintaining SAM group Service Level agreements. Determines actions needed to service the ticket and customer in a timely and efficient manner. Escalates to SAM Manager when necessary. (20%)
Locates and aggregates data records pertaining to the purchase of software assets. Identifies the software asset data necessary to aggregate software asset data. Locates existing electronic software license records and loads the data to the appropriate database. Locates existing non-electronic software license records, converts the record to electronic format, and loads the data to the appropriate database. Receives data on new software asset purchases and loads the data into the appropriate database. (20%)
Compiles data on the use of specified software products by HHS IT organizations. Surveys member agencies on the use of specified software products for potential growth and expanded use in HHS. Surveys member agencies on the use of specified software products to determine compliance and allocation. Compiles and reports the results of the survey to the appropriate requester. (10%)
Handles special projects as assigned. Submits required deliverables by designated due dates. Ensures quality of assigned projects. (10%)
Knowledge Skills Abilities:
  • Knowledge of the limitations as capabilities of computer systems such as BMC Remedy on Demand Asset Module, Microsoft System Center (e.g. SCCM), Snow Software Asset Management tool, or other management tools.

  • Knowledge of the techniques and methods of planning, organizing and writing various types of materials.

  • Knowledge of the techniques used in the design of system and processes.

  • Knowledge of SAM function and goals

  • Skill coordinating multiple projects with overlapping components.

  • Ability to communicate effectively and orally and in writing

  • Ability to document problems and recommend solutions; escalate any unresolved problems/issues.

  • Ability to work in a team environment

  • Ability to keep current with software tracking and compliance

  • Performs related work as assigned

  • Registration or Licensure Requirements:
    CSAM or ITIAM preferred, ITIL require or within 6 months, CTCM certified or within 6 months, AMC preferred, Snow Certified or within 6 months
    Initial Selection Criteria:
  • Evidence of education and/or experience at the Systems Analyst III level as defined by the State Classification Office.

  • Graduation from an accredited four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field, is generally preferred, Education and experience may be substituted for one another.

  • Experience 1-2 years’ experience in asset management

  • Appropriate experience may be substituted for the required education on a year for year basis.
