Description

Renville County Jail is a trauma informed jail using scientific evidence, including Adverse Childhood Experiences (ACE) in the operation of the jail. The Community Re-entry Specialist (CRS) is responsible for the development, supervision, and implementation of the jail programs with a trauma-informed approach, meeting both State and Federal mandated and non-mandated rules and regulations and best practices. The CRS conducts interviews with inmates to determine their individual needs, verify classification, reclassification and PREA compliance.
The CRS supervises work release and home monitored inmates by, among other things, checking employment status, conducting random site checks and reviews inmate time cards. The CRS prepares programming for individual and group counseling to promote and ensure the philosophy and mission of the jail are maintained and carried out. The CRS has authority over inmate discipline in order to maintain a trauma-informed, ACE-based approach in line with Renville County Jail philosophy.


Essential Duties

  • Develop, maintain and track a re-entry program which coordinates and schedules inmate needs before release.
  • In coordination with local probation, human services and the judiciary, the CRS may follow inmates after release to verify compliance with re-entry requirements for those participating in a re-entry program.
  • Develop new and maintain existing jail programs as needed.
  • Recruit, orientate and supervise volunteers.
  • Represent the jail on matters relating to inmate re-entry.
  • Conduct monthly PREA re-notification, one-on-one, as needed, with inmates unless an electronic record is kept through the inmate telephone system. Ensure PREA notice records and jail signage for PREA are current and in accordance with federal PREA regulations.
  • Supervise programs such as AA, GED, Bible study groups, Anger Management, Parenting, Native American Circle, computer lab, recreational and vocational programs, library and other programming needs as they arise.
  • Conduct orientation sessions with new inmates.
  • Conduct interviews with inmates as needed, monitor inmate attitudes and behavior, and identify problems.
  • Review incident reports from jail staff.
  • Make referrals and recommendations for mental health counseling.
  • Facilitate and coordinate court-ordered electronic home monitoring of inmates, collect fees and maintain inmate accounts.
  • Coordinate and supervise work release inmates, including conducting random work site checks and review of inmates’ time cards, collect work release fees and maintain inmate accounts.
  • Assist in maintaining jail security.
  • Meet with inmates for sentencing arrangements and calculate inmate release from custody dates.
  • Assist in re-classifying current inmates.
  • Establish and maintain internal inmate worker programs.
  • Report inmate worker “community service” hours to court to be credited toward court-imposed fines.
  • Assist/Coordinate in-house chemical dependency counselors to ensure treatment needs are met, including working with local and surrounding counties for assessments, funding, etc. Route treatment requests to the appropriate agencies and follow up for verification of funding.
  • Handle inmate requests, questions, program-related grievances and complaints.
  • Report to the court, those inmates who fail to appear to serve a sentence.
  • Communicate with area courts, customer agencies with boarded inmates and area probation offices.
  • Arrange for jail donations from the community.
  • Conduct formal and informational presentations about the jail to citizens and community organizations.
  • May be responsible for ordering programming and re-entry supplies.
  • Ensure the philosophy and mission of the jail are being accomplished for the benefit of the inmate, their family and the community by maintaining continued contact and support, as needed, for former inmates who may be or are struggling.
  • In coordination with jail administration and appropriate agencies, develop, maintain and provide statistics on re-entry programming for released inmates.
  • Educate jail staff on ACE awareness and trauma informed approaches.
  • Other duties and projects as may be assigned.

Minimum Qualifications

EDUCATION and/or EXPERIENCE:
Associate degree with emphasis in social work, corrections, communications or education, with one year of experience in human relations, or equivalent. A bachelor’s degree is preferred.


Selection Process

Candidates meeting the minimum qualifications will be invited to an interview held virtually on July 3rd, 2024.

Second round interviews, for those selected, will be held in person on Monday July, 8th.
