About the Job:
  • Conduct and thoroughly document inspections of all underground coal mines in Indiana in accordance and cooperation with Federal MSHA and in compliance with Indiana statute;
  • Serve as liaison between the agency and the mining industry;
  • Lead the agency’s mining education projects; maintain accurate and up-to-date procedural manual; and maintain effective partnership with Vincennes University to develop and implement mining curriculum in Southern Indiana;
  • Supervise one employee, the state’s Chief Mine Inspector;
  • Maintain two full mine rescue teams; provide training and practice of mine disasters and rescue efforts;
  • Maintain all mine rescue equipment and mine maps; work with agency financial staff to effectively utilize mine safety fund;
  • Lead all Bureau of Mines meetings and ensure meetings are conducted in accordance with Open Door Laws;
  • Monitor and communicate to Commissioner new legislation, polices, directives and court case findings for impact of Division operation;
  • Recommend new or corrective administrative or regulatory action as needed;
  • Maintain up-to-date educational content regarding the Bureau of Mines and the Mining Board on the agency’s website;
  • Respond to requests from the general public in the appropriate manner;
  • Comply with division-specific work plan.
A Day in the Life:

The essential functions of this role are as follows:

  • Represents agency, facility, or departments in a variety of situations with other departments, facilities, the general public and special interest groups;
  • Reviews total department or agency organizational structure and functions and prepares changes to promote efficiency and effectiveness;
  • Administers staff functions in support of program areas;
  • Prepares special reports on alternative methods of achieving new program responsibilities as related to the agency’s goals and missions;
  • Prepares administrative rules and procedures for executive administrator and/or board or commission;
  • Follows up on plans, programs and procedures to ensure progress and accomplishments;

What We're Looking For:
  • Per Indiana Code 22-10-1.5-6, it is required that the incumbent be a United States’ Citizen and a resident of the State of Indiana, have at minimum four years of experience in underground coal mines; possess an Indiana mine foreman certificate;
  • Technical knowledge of the Coal Mining Laws of Indiana;
  • Valid Indiana Drivers license and clean driving record;
What You'll Need For Success:
  • Specialized knowledge and the ability to interpret and apply laws relevant to the Bureau of Mines;
  • Possess practical knowledge of the different systems of working and ventilating coal mines, the nature, chemistry, detection, and control of noxious, poisonous and explosive gas;
  • Possess practical knowledge of the dangers incident to blasting and prevention of these dangers, the application of electricity in mining operations and the methods for controlling and extinguishing mine fires;
  • Specialized knowledge of mine rescue and recovery following mine disasters;
  • Technical knowledge of the Coal Mining Laws of Indiana;
  • Thorough knowledge of the structure and programs of the Indiana Department of Labor;
  • Ability to establish and maintain effective relationships with Indiana mining employers, employees and their representatives, public officials and the general public to explain and/or interpret mining laws and regulations;
  • Excellent verbal and written communication skills; strong computer skills
  • Ability to maintain confidentiality;
  • Ability to implement policies, procedures, and programs;
  • Demonstrated ability to lead as well as manage change, openly support change and motivate others to support change;
  • Ability to be firm, practical and impartial when dealing with both internal and external clients.
Supervisory Responsibilities/Direct Reports: This role provides direct supervision for one or more staff members.
