    Duties Summary

    The Birmingham VA Health Care System is recruiting for a Human Resources Specialist (ER/LR). The Human Resources Specialist (ER/LR) provides advisory services, technical support, and policy guidance responsibilities include, but are not limited to, labor relations, employee relations, disciplinary and adverse actions, performance management, leave administration, performance-based actions, grievances (negotiated and administrative), appeals, special inquiries, and leave administration.

    Responsibilities
    • Provides technical guidance, advice and counseling to management officials and supervisors to address issues with workforce-related conduct and performance.
    • Prepares a variety of correspondence on behalf of the agency to address complex employee relations matters including, disciplinary and adverse actions, settlement agreements, and congressional correspondence.
    • Develops management strategies to respond to labor issues.
    • Provides technical and consultative guidance, including actions of a disciplinary or adverse nature, grievances, demands to bargain, impasse proceedings, local bargaining, unfair labor practices, leave administration, performance management and recognition, employee counseling, appeals, complaints, drug testing and related functions.
    Promotion Potential: The selectee may be promoted to the full performance level (GS-12) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 and For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
    If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    For GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. The Specialized Experience for this position is: applying, collective bargaining agreements and related principles, concepts, laws, regulations, techniques, and guidelines sufficient to support an employee and labor relations program, including negotiation with labor representatives; and providing consultation on associated program areas, such as reasonable accommodation and leave management.
    OR
    Ph.D. or equivalent doctoral degree or have 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related? If you are basing your qualifications on education (or a combination of education and experience). A transcript (OFFICIAL OR UNOFFICIAL) must be submitted with your application if you are basing all or part of your qualifications on education.
    For GS-12: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. The Specialized Experience for this position is: Advising management officials at all levels of the network, including senior leaders, about appropriate disciplinary or other corrective techniques in response to a range of conduct and performance problems; providing technical and consultative guidance, including actions of a disciplinary or adverse nature, grievances, demands to bargain, impasse proceedings, local bargaining, unfair labor practices, performance management and recognition, employee counseling, appeals, complaints, drug testing and related functions and providing consultation on associated program areas, such as reasonable accommodation and leave management.
    There is no educational substitution at this grade (GS-12) level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
    Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Though some work may require periods of standing.
