The Specialized Experience for this position is: applying, collective bargaining agreements and related principles, concepts, laws, regulations, techniques, and guidelines sufficient to support an employee and labor relations program, including negotiation with labor representatives; and providing consultation on associated program areas, such as reasonable accommodation and leave management.
Ph.D. or equivalent doctoral degree or have 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related? If you are basing your qualifications on education (or a combination of education and experience). A transcript (OFFICIAL OR UNOFFICIAL) must be submitted with your application if you are basing all or part of your qualifications on education.

The Specialized Experience for this position is: Advising management officials at all levels of the network, including senior leaders, about appropriate disciplinary or other corrective techniques in response to a range of conduct and performance problems; providing technical and consultative guidance, including actions of a disciplinary or adverse nature, grievances, demands to bargain, impasse proceedings, local bargaining, unfair labor practices, performance management and recognition, employee counseling, appeals, complaints, drug testing and related functions and providing consultation on associated program areas, such as reasonable accommodation and leave management.
There is no educational substitution at this grade (GS-12) level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The Human Resources Specialist (ER/LR) provides advisory services, technical support, and policy guidance responsibilities include, but are not limited to, labor relations, employee relations, disciplinary and adverse actions, performance management, leave administration, performance-based actions, grievances (negotiated and administrative), appeals, special inquiries, and leave administration.
