We have an opening for a Vice President for Finance and Administrative Services at our Dyersburg State campus!

General Description:

The Vice President for Finance and Administrative Services is the chief financial officer for the college and is responsible to the President for all business and fiscal affairs of the college. Working in support of the mission and goals of the college, she/he serves as a member of the President's executive staff and the Strategic Planning Committee, and makes recommendations to the President in areas of planning, policy, finance, administration and student financial services.

Duties and Responsibilities:

Assist the President in carrying out the mission and strategic goals of DSCC in the area of Finance and Administrative Services.

Formulates business policies, develops operating procedures and establishes accounting and reporting methods.

Oversees all business and financial operations including purchasing, accounts payable, payroll, budgeting, financial accounting and reporting, student financial services, financial aid, equipment inventory control, leased auxiliary enterprises, maintenance, safety and security, facilities master planning (including ADA facilities compliance), mail distribution, printing, and switchboard operations.

Prepare operating and capital budgets for submission through the President to the Tennessee Board of Regents (TBR).

Oversee functions as the Chief Business Officer including the collection, custody, investment, disbursement, accounting, and auditing of all monies of the college.

Maintain a system of financial and related statistical reporting for DSCC including the grant from the Northwest Tennessee Workforce Development Board, and the DSCC Foundation.

Responsible for supervision of payroll staff and insuring that all payroll activities are completed in the correct timeframe. This includes the reconciliation of payroll feeds to finance.

Administer the human resource function including personnel budgets, benefit programs, recruitment and hiring, affirmative action and desegregation, and records.

Coordinate the annual financial report of the institution, and the DSCC Foundation.

Serve as contract administrative officer for the institution for the Director of Administrative Services.

Serve as treasurer of the DSCC Foundation.

Serve as Chairperson of the College Development, Traffic Appeals and Athletic Committees, and is a member of the Financial Aid Appeals Committee.

Serves as liaison with finance and administrative officials with TBR and State of Tennessee and is a member of the TBR Business Affairs Sub-Council.

Serve as Business Continuity Coordinator for the institution to develop plans to recover from adverse threats and mitigate damage.

Serve as records officer for the institution.

Working Conditions:

Sedentary: Desk work; travel is required for college or program activities. Insignificant effort other than normal movement. Minimal Hazard/Exposure: Standard office settings. At least minimal environmental controls to assure health and comfort.

Required Qualifications:

Leadership ability.

Written and oral communication skills.

Five or more years managing accounting operations in higher education.

Minimum Requirements of Education and Experience:

Bachelor’s degree with a major in accounting or related area from a regionally accredited institution with a strong business/management background.

PREFERRED QUALIFICATIONS:

Certified Public Accountant license and master's degree from a regionally accredited institution.

Five or more years of experience with the Banner higher education software program.
