Description :
The purpose of this classification, under administrative direction, is evaluating, reconciling, and problem solving regarding accounting and internal audit processes. Employees in this classification perform complex accounting, budget review, grants, fixed assets, and internal audit work. The position is responsible for preparing journal entries, preparing fund financial statements, notes and statements to the Comprehensive Annual Financial Report (CAFR), complex bank reconciliations, and related accounting reports. Performs other duties as required. Minimum Qualifications
Education, Training & ExperienceBachelor"s degree in Accounting; supplemented by at least three (3) years previous experience involving accounting functions. Experience with government accounting, CAFR preparation, complex financial analysis, fixed assets, bank reconciliations and grant accounting preferred. Job Description
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Prepares various reports, surveys, financial statements, and requisitions.
Formulates and recommends accounting policies.
Assists in planning and conducting various financial and operational audits.
Reconciles and maintains a variety of funds and accounts.
Coordinates and reviews Federal, State and Local grants; prepares grant schedules.
Assists in the performance of yearly internal audit examinations.
Prepares business plans and feasibility reports for municipal programs.
Prepare less complex financial statements in conjunction with the CAFR process.
Prepares adjusting and closing entries.
Monitors various financial activities.
Prepares financial presentations utilizing Microsoft PowerPoint and Visio programs.
Prepares flowcharts of various fiscal and operational processes utilizing Microsoft Visio or other flowcharting software applications.
Trains accounting personnel in the use of system and manual operations.
Reviews, analyzes and makes recommendations related to budget requests of departments, as assigned.
Assists with the preparation of the annual operating budget and capital improvement program budgets.
Serves as fiscal liaison to City departments as assigned and assists the departments in analyzing anticipated revenues, expenditures and other relevant data to ensure the development of a balanced budget.
Uses standard research techniques or devises appropriate techniques to assist with the solution of management problems and with the implementation of new programs and policies.
Coordinates and prepares presentation materials and budget documents for the annual City budget.
Performs special analysis and prepares reports on a wide variety of fiscal and management activities as directed.
Assigns capital project numbers as needed during the fiscal year and establishes new capital project numbers prior to the import of the Commission approved budget on 10/1 of each year.
Provides technical assistance in establishing department performance objectives and performance measures.
Reviews and facilitates processing of budget transfers and assists in the preparation of budget amendments.
Assists with the annual audit as directed.
Updates and writes procedures.
Performs other related duties as required.

Mathematical Aptitude: Requires the ability to calculate decimals and percentages; ability to perform mathematical operations with fractions; ability to compute discount, interest, profit and loss, ratio and proportion; ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Has considerable knowledge of principles and practices of accounting principles. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work.
