    Duties Summary

    This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC), Budget Division.
    This is a AFSCME Bargaining Unit position.

    Responsibilities
    • Interprets Office of Management and Budget (OMB) directives and circulars. Recommends and implements budgetary policies affecting the financing and accomplishment of assigned program(s).
    • Assists in the preparation of budget estimates and justifications providing information and advice to program managers. Reviews and evaluates relationships between major program changes and the financial state of the assigned program(s)
    • Collaborates with senior managers to set objectives to meet short and long term budget needs of the program(s) and assists in establishment of activity schedules to meet planned objectives.
    • Provides advice to top management on the Federal budget process. Reviews and analyzes historical data and compares to current spending information and trends for assigned programs.
    • Enters and adjusts data for the integrated operating program into a wide variety of reports, forms, schedules and electronic systems. Prepares fund status reports for senior management.

    Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
    Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. 52 weeks at the GS-09 grade level for consideration for the GS-11 grade level) or (52 weeks at the GS-11 grade level for consideration for the GS-12 grade level).
    Basic Education Requirement: There is no education requirement for this position.
    GS-11 Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience is:
    • Experience performing budget administration functions in the formulation, execution, and review of assigned portions of budget;
    • Performing or advising on work in any for the phases or systems of budget administration, requiring knowledge of budgetary regulations and procedures; and
    • Experience in applying accepted budgetary concepts in budgets and programs of assigned activities.

    Substitution of education in lieu of specialized experience for the GS-11 level: completed 3 full academic years of progressively higher-level graduate education or a PhD, or equivalent doctoral degree with a major in business administration, economics, accounting, budgeting, statistics, mathematics, or in a field directly related to the position to be filled. -or- Ph.D. or equivalent doctoral degree -or- 3 full years of progressively higher level graduate education leading to such a degree -or- LL.M., if related

    Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. -OR
    GS-12 Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include:
    • Experience serving as the primary budget analyst responsible for performing budget administration functions formulating, justifying and executing budgets;
    • Applying knowledge of budgetary regulations and procedures to review, edit, and adjust budget estimates;
    • Performing or advising on work in any for the phases or systems of budget administration, requiring knowledge of budgetary regulations and procedures; and
    • Assist managers in the submission of budget estimates, and justifications for funds.

    Note: There is no education substitution for the GS-12 grade level.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education

    College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit with your application package evidence that any education completed in a foreign institution was appropriately accredited by an accredited body recognized by the Secretary of the U.S. Department of Education as equivalent to U.S. Education standards. You may submit an unofficial copy of the transcript at the initial phase of the application process; however, if selected, you will be required to submit official transcripts prior to entering on duty.     • Current permanent career/career conditional employees of the FPAC mission Area (FPAC Business Center, FSA, NRCS and RMA) may be selected in their current duty locations. Salary will be adjusted to the location in which you are selected. The FPAC Hub duty location of non-FPAC mission area applicants will be determined upon selection. Salary will be adjusted to the location in which you are selected. The FPAC Hub duty locations are: Kansas City, MO, Raleigh, NC, Washington, DC, Ft Worth, TX, and Ft Collins, CO.
