POSITION TITLE: Contract/Right to Know Administrator
EXEMPT: No
DEPARTMENT: Purchasing
SALARY: $56,790.00
POSITION REPORTING: Purchasing Director

SUMMARY OF POSITION:

Responsible for the overall coordination of the County’s contractual process from drafting language, preparation and review of contracts to negotiation and resolution of all commercial, legal and insurance issues between contracting parties. Oversees processing of Right-to-Know requests of procurement documents. Duties are performed with a high degree of independence under the supervision of the Chief Procurement Officer.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

Must possess working knowledge of Pennsylvania government contracting laws and regulations.


Must possess prior experience routing and responding to document requests made under the PA Right-To-Know law


Ability to draft and edit contractual terms and conditions for various public procurement methods for supplies, services, and construction


Ability to negotiate contract terms with vendors to create a final contract that is acceptable to the County and provider. Work closely with the Office of the County Solicitor and Risk manager.


Knowledge of PA Department of General Services contracts and other forms of cooperative purchasing agreements.


Provide preliminary review of contracts submitted by a provider to assure all terms and conditions are acceptable to the County prior to submission to the Solicitor for final review.


Review the submission of insurance certificates and contacts insurance agents and contractors to explain the County’s insurance requirements and to obtain corrected and/or updated insurance certificates.


Receive, log, and respond to Right-to-Know requests submitted to the County in a timely manner. Prepare briefs in support of the County upon appeal. Work closely with the Solicitor’s office during the process.


Maintain the County’s online database of contracts and contract-related documents.


Prepare resolutions for award of professional services.


Capable of utilizing technology to streamline contracting process.


Minimum Knowledge, Skills, and Abilities:

Juris Doctorate or Bachelor’s degree in paralegal studies preferred. Bachelor’s degree in business or public administration with at least 7 years equivalent experience acceptable.

Working knowledge in using PCs, including Microsoft Office (Word, Excel and Outlook) and the Internet.


Ability and willingness to use good judgment in decision-making, and to adhere to highest ethical standards while performing all functions.


Excellent organization and time management skills. Must be accurate, self-motivated, and detail-oriented.


Ability and willingness to maintain effective working relationships with coworkers, vendors, personnel from other departments, and the public.


Ability and willingness to multi-task in a stressful environment and set priorities and meet deadlines.


Ability and willingness to do other tasks assigned.
